There will be no trading of draft picks. A player selected must be kept by the team that drafted the player for one season before the player can be traded.
The Salary cap will be set at 95 million but its implementation will be delayed one season to allow owners a fair chance to get under the cap.
Inactivity: message after each of first two weeks, if no reply then owner is booted from the league unless we were otherwise notified.
Moving teams: First requires commissioner approval and then 2/3's league wide approval.
Commissioner/comp trades must be verified by another commissioner on their updated league file.
New stadiums: the stadium must either be a football stadium used as a baseball field or a field that is 15-20 years or more old in order to request a new stadium. Requires 3/4 commissioner approval.
Regarding trades with computer teams, there will be a cap of 1.5 million that can be offered as part of the trade to the computer team to avoid the seeming glitch in the game that allows players to almost be bought if you offer enough money. This does not apply to trades between two human owned teams.
We will be implementing the Rule V draft. For those that don’t understand it, GatorTD pretty well explained it in the commissioner forum and I will copy and paste his posts about it here:
Every player has a thing on his player profile that says if he’s Rule V eligible or not. If he’s drafted at 18 years of age, he has 4 years till he’s Rule V eligible. If he’s drafted at 19 it is 3 years. He’s rule V eligible for 3 seasons if he’s not on a 40 man roster. If he’s selected, he must stay on the active roster for the entire season or be offered back to the original team.
Its a 2 round thing between Free Agency and Spring Training.
What we will do is after FA, Owners submit the list of players they want on the 40 man roster to protect them from the 40 Man. The rest are eligible. It then goes by a worst-team order for 2 rounds. Computer teams will have their picks skipped, as they ALWAYS take players. Any player is fair game for a Human Owner to pick, but they must have an open spot on their 40 man.
